What to expect

The EU U-space regulatory framework (EU 2021/664) has been in force for several years, but implementation across Member States remains uneven. This session examines the rulemaking landscape in 2026 and what is being done to close the implementation gap:

  • Rulemaking status in 2026 — the current state of U-space regulation at EU level and the national transposition picture across Member States
  • The implementation gap — where the distance between the regulatory framework and operational reality is greatest, and the factors — technical, financial, and organisational — driving that gap
  • Closing the gap — the specific rulemaking, guidance, and support mechanisms being developed to accelerate consistent implementation
  • USSP certification and oversight — how national competent authorities are approaching U-space service provider certification and ongoing oversight
  • Cross-border coordination — the rulemaking requirements for enabling cross-border drone operations under U-space, and how these are being addressed
