What to expect

The EUROCONTROL Maastricht Upper Area Control Centre (MUAC) manages some of the most complex upper airspace in Europe, covering Belgium, the Netherlands, Luxembourg, and north-west Germany. Civil-military cooperation is central to its operation. This session examines:

  • MUAC's civil-military operational model — how MUAC coordinates with national military authorities across four countries to manage flexible use of airspace, temporary reserved areas, and real-time coordination
  • Operational arrangements in practice — the protocols, tools, and communication processes that enable effective civil-military coordination at MUAC's scale and complexity
  • Lessons for the broader ATM community — what MUAC's multi-national, multi-military-authority operational experience offers to ANSPs developing their own civil-military frameworks
  • Geopolitical context — how the changed European security environment since 2022 has affected MUAC's operations and the civil-military coordination requirements it faces
  • Developing the cooperation framework — the ongoing work to strengthen and formalise civil-military arrangements as airspace demands evolve
